NNPC Targets Full Revival of Warri Refinery Under PIA Reforms
The Nigerian National Petroleum Company Limited (NNPC Ltd) has reaffirmed its commitment to reviving the Warri Refinery as part of broader efforts to meet the requirements of the Petroleum Industry Act (PIA). Group Chief Executive Officer, Bashir Bayo Ojulari, said the company is working to ensure the Warri, Port Harcourt, and Kaduna refineries operate efficiently and profitably.
Ojulari explained that the ongoing reforms align with Nigeria’s National Energy Strategy, which prioritises energy security and optimisation of state-owned assets. He said the PIA mandates NNPC Ltd to act as the “supplier of last resort” for petroleum products, a role that requires reliable domestic refining capacity.
According to him, a technical and commercial review of the refineries has been completed to determine the most effective route to restoration either through full rehabilitation or repurposing. The next phase, he added, will involve selecting technical partners with proven global experience to help deliver long-term, sustainable performance.
Ojulari said the company is repositioning as a transparent and commercially driven energy firm. “We are evolving into a modern energy company serving Nigerians,” he said, adding that restoring the Warri Refinery is critical to achieving energy stability and reducing dependence on fuel imports.
