NBA Relocates 2025 Conference From Rivers Over Emergency Rule
The Nigerian Bar Association (NBA) has moved its 2025 Annual General Conference from Port Harcourt to Enugu, citing concerns over the recent declaration of emergency rule in Rivers State by President Bola Tinubu.
In a statement issued on Thursday, the NBA said the imposition of a sole administrator in the state raises constitutional and democratic concerns, making Port Harcourt an unsuitable location for the event.
The statement was jointly signed by NBA President Afam Osigwe, General Secretary Mobolaji Ojibara, and Conference Planning Committee Chairman Emeka Obegolu.

According to the association, the state of emergency violates Section 305 of Nigeria’s 1999 Constitution. While the appointed administrator appears to operate in civilian attire, the NBA described the governance style as “military in nature” and inconsistent with democratic principles.
The NBA added that its decision reflects its commitment to the rule of law and the preservation of constitutional order.
The association’s annual conference is one of the largest gatherings of legal professionals in Africa, typically attracting thousands of participants including lawyers, judges, academics, and policymakers.
Originally scheduled for Port Harcourt in August, the conference will now be held in Enugu. The NBA says it aims to ensure that the event takes place in an environment that upholds democratic values and legal stability.
